can't activate statistics

I'm poor at English.

 

I tried the certification by a method listed here.

An error was displayed when I clicked "Continue Sign In" by step 3.
The URL when an error was displayed was a site of XVM.

 

The error was not displayed when I tried it once again.
But can't activate statistics.

 

Now
There is not a change even if I choose an area by step 1.(seems to be loading something)
The Wargaming.net ID and  "Activate Statistics"  is not displayed on the official site of XVM.

 

It was no use even if I canceled the certification of Wargaming.net again.
I click "Continue Sign In "by step 3 and come back to the site of XVM.
But Wargaming.net ID and "Activate Statistics" is not displayed.
The "Sign in" button is still displayed there.

 

I have tried again and again, but it won't go well.
Please help me.

cookie does not seem to be a cause.
