XVM configuration editor not loading files

I an trying to open one of the files used for xvm. the name of the file is xvm.xc   I try to open it with the configuration editor on this website, http://www.modxvm.com/en/xvm-xvm-xvmconf-configuration-editor/ but it says, "Cannot find root config element("configVersion" must be present)". What does this mean and how do I fix it?

select all files of your config and than click Open

xvm.xc is just a reference
