Required XP in tech tree tooltip and Freexp locker

The required XP value for a module or tank doesn't change when I open or close the freeXP padlock.

 

Required XP value used to take into account if freexp was padlocked or wasn´t.

 

Now it just ignores it, as if freexp was unlocked all the time.
